Most bills have to do with housing, seeking to further sweep away regulations that restrict housing approvals. One new law would subject cities to attorney's fees and additional fines if they violate housing reform laws. 

Most cities won't be affected. But for those in urban counties with frequent rail or BRT service, the future will be very different. Here's a rundown.

Wiener's bill to give transit agencies great power over development on their land got pushback at the Housing Committee but passed. Another Wiener bill that would have expanded his previous bills was killed.

Altogether the governor signed more than 40 planning and development bills, vetoing only one bill designed to encourage conversion of old office buildings to housing, apparently because off the labor standards contained in the bill.

A "technical year" in Sacramento is yielding a wide variety of small changes in the major housing bills over the past several years.

This year's land use and housing bills may focus on refining recent overwhelming policy change rather than pushing new policies forward.
